Ok ive been working at this company for about a year now and every MTR is located in a filing cabinet which has 10,000 MTR's in it, most are logged in numerical order but the few that are not ,takes hours of searching to find 1 MTR .is there free software out there that will help me simplify this process?

I don't think you will find any free software to accomplish what you need.
is there any possibility of using a database which can be queried by any parameter.
You might also look into have the MTR's scanned. There are several approaches to index or name a picture. We used a very similar approach when we had MTR's on a Microfiche.
Even without any indexing it enables one to quickly visually search for a document.
 
There are numerous Data Base programs that can be used. Keys to retrieval are sort by: Manufacturer, Heat number, Specification No., P.O., Job No., etc. MTR's can be scanned and linked through the data base.
