Matching E431 study for LOMR

I'm doing a LOMR for the City here in Oklahoma. I have duplicated effective study running through HEC-RAS. I cannot get the BFE's to the .5' acceptable range. The E431 is hard to read. Do I have to make the duplicate effective model work or can I document why it doesn't .
