Any interpretations on lap splice length would be helpful. Section 2.1.9.3 provides equation for development. 2.1.9.7.1.1 states that minimum lap should be development length but not less than 12". In section 2.1.9.1 it states that "the calculated tension or compression in the reinforcement at each section shall be developed on each side of the section ..." Two questions arise.
1. The development equation is based on the yield strength of the bar. 2.1.9.1 talks of the calculated tension. Does this imply a reduction is allowed, similar to that allowed for concrete in ACI 318? - reduce length by area required / area provided?
2. We were given a software program by one of the masonry organizations. In a sample problem it calculated a development length, then reported a lap splice more than 2x the development. Is this based on 2.1.9.1 and having a full ld on both sides of the section?
