Manual clutch control for small hyd pump.

I need a manually operable clutch for a small 16gpm 3000psi 1.05 cu in hydraulic pump.
The following is all I've been able to locate but is prohibitively expensive for this application.

The clutch itself need not be operated at the pump, but will be actuated via control cable.

You might find that an electric clutch is cheaper.

No source of current for elec clutch on this. Clutch needs to be utilized at a variety of rpm so centrifugal is also out.
Has to be a purely mechanical clutch.

How about converting to open center, and no clutch?
