Hi,
I found the following answer in GTAC:
But I didn't understand the explanation:

Solution
The design is like this:
"When the WAVE Geometry Linker is launched, we try to check out "WAVE"
license, if the user has "WAVE" license and if we successfully checked out the
license, the "Make Position Independent" toggle on the UI below will be
visible/active, so that the user can create PILO (position independent link)
upon create.
If we fail to check out the "WAVE" license, the toggle will be hidden, and
the user cannot create PILO in create.
In NX 8.5 when the WAVE Geometry Linker is launched it checks out "assemblies"
and " wave" also. The "wave" is checked out because the "WAVE Geometry Linker"
dialog contains option "Make Position Independent".
Whereas in case of NX8, when the WAVE Geometry Linker is launched it checks
out ONLY "assemblies". The "wave" is not checked out because the "WAVE
Geometry Linker" dialog doesn't contains option "Make Position Independent".
The option "Make Position Independent" becomes available while editing the
Wave Link.Hence while editing Wave link, the "wave" license is checked out.
In other words, the "wave" license will be checked out when option "Make
Position Independent" becomes available in "WAVE Geometry Linker" dialog. And
in NX8 this option becomes available while editing the Wave Link and not while
creating Wave Link.

Do we need a full wave module like my NX MACH3 license to get this option ?
TIA
