If you had a circular magnetic case, and in the magnetic case there was another circular magenet inside the enclosed case that was vacumed sealed and both magnets (case, and inside magnet)were of the same polarity, would the magnet that is suspended in the case be able to turn without resistance indefenantly?
 
You might want to read up on Earnshaw's theorem, which, in the context of magnetics, can be paraphrased to state that there is no stable configuration of levitating permanent magnets - such systems always require a restriction in at least one axis to prevent one of the magnets in such a configuration, from "flipping" so that opposite poles are then in attraction.
