An interesting question and one that I think all forum readers may benefit from. If you put the control valve in the steam line going to the reboiler, then you are controlling the pressure in the reboiler = pressure at which the steam will be condensing. That sets the saturated steam temperature and hence has a significant impact on the heat transfer.
If you put the control valve in the condensate outlet line, you will partially flood the reboiler. This reduces the effective area available for heat transfer, and the heat transferred is correspondingly reduced.
