LLDF AASHTO LRFD for Prestressed Slab-Beams

I am currently walking through a bridge design for HL 93 loading for Prestressed Slab-Beams. The beams are solid (non voided) and consist of both 4 and 5 ft wide, by 15" deep, spanning 50', and topped with a cast in place 5" concrete slab. I am using cross section 'f' as my typical cross section for LLDF formulas. My question is the applicability of the Lever Rule at exterior beams for such cross sections. The beams are supported on neoprene pads, with a 3 point pick up (2 pads one end, one pad other end). The slab is continuously supported by the slab-beams, unlike a slab I-girder system which allows the slab to deflect between supports. Also, these slab beams have no overhangs. The lever rule is controlling, I don't see the practicality of this. Any thoughts?
