is the pipe material a "standard" industry material or something more exotic?
is it seamed or seamless?
are you going to require PMI (positive material identification) upon receipt of the pipe?
the option of having a third party inspection agency present at the PIM (pre-inspection meeting) should consider the complexity of the material/equipment being purchased.
somethings, such as mill run pipe do not require many inspection points and aside from my previous suggestion (and answers to the above questions) most third party inspectors could accommodate the required inspection activity quite handily if they were not present at the PIM.
however, the choice would be yours.
