1- According to ASME VIII, is there any limit of weld build up ?
2- Is it allowed by ASME VIII that a vessel can have weld build on all over its internal section due to re-storation of wall thickness ?

I believe that if the deterioration exceeds 50%of the wall thickness, then you can not rebuild by welding.

I doubt this is for new construction based on your question. If it for an in-service vessel, you need to use the correct in-service repair Code - either the NBIC or API 510 for guidance on weld repairs.

Metengr, You are right its not a new construction and your reply answers my question 2, but my question 1 is regarless of old or new weld build up is permitted in both cases. I want to know if there is any limit allowed by code, e.g area require weldbuild cannot exceed 40% of the wall thichkness or area require weldbuild up should not exceed certain size/limit.

No, there is no limitation on weld build-up depth or area for the in-service repair codes mentioned. The stated area of 100 square inches and depth refer to routine repair versus repair.
