Lightpole Base Plates

On typ. lightpole base plates in parking lots, there is an
approx. 1/8" wide slot from the bolt hole to the edge of the
pl.
Say (4) bolts(on the diag.)...this slot runs from bolt hole to to the corner edge. Seems to defy engineering logic.
Does anyone know the purpose of these slots?.
The only reason I can think of is that it creates more
flexibility in the base pl. and thereby dissrupts any
wind-induced oscillation of the lightpole.
Any insights would be appreciated. Thanks

If I had to guess I'd say it's a fabrication issue. The plates are probably cut (plasma perhaps) and whatever method can't start a hole as small as required through the thickness required. That 1/8" is the kerf of the cut that the head is run in from the corner, makes the round hole, then runs out the same line.

Without a picture- Just a guess, since I know they use something like this on some roadway signs, maybe to allow the base plate to fail in shear if a vehicle strikes, it to minimize damage to the vehicle?
