Light Pole Seismic Design - Canada

Good day. I need to design the foundation for a light pole. To get my foundation loads, I need to analyze the light pole for seismic. When analyzing for seismic, I'm wondering what part of the National Building Code of Canada, Part 4 would apply to this structure? I intend to use the Equivalent Static Force Procedure described in Article 4.1.8.11.; Rd and Ro values for Ductile Moment-Resisting Frames; fundamental lateral period, Ta calculated for steel moment frames 0.085(hn)^(3/4). The code implies that this approach is for buildings.

There is also another clause 4.1.8.18. intended for "Elements of Structures, Non-structural Components and Equipment" but it also implies that this is for the elements connected to the building.

Just wanted to see what other engineers think about this. Any comments would be appreciated. Thank you
