Lifting a spillway tainter gate

Hello everybody!
I should be grateful if someone answer to my following question with regard to lifting method of a spillway tainter gate:
Is it possible (economically and technically) to lift the radial gate by means of a central hydraulic motor (hydromotor) connected directly through a shaft to two sprockets that rotate and lift the gate by means of chain?

If you are thinking of torquing the gate's main shaft in order to lift curved gate using any mechanical means, the costs and effort would be astronomical considering that the arms and shaft were not designed for this purpose. Even if you are to design a new gate using this method, still the initial and o&m costs are not warranted especially if you have to consider lifting it by hand which happens everyday in all the dams I have worked on.
