Leader to minor or major dia on threaded features?

Question over in mech other forum about where the leader line should point to when calling out a thread. I looked in ASME Y 14.5 & 14.6 I didn't see it explicitly stated or even clearly shown in examples from a quick look.

If you used dimension instead of a leader, what would you do?

SolidWorks only allows attaching a Hole Callout leader to the inner diameter, not the cosmetic dashed thread diameter.
I'm not saying that is the correct way per any standard, but I assume it's done that way in case someone hides or disables the dashed circle.

Well, SolidWorks is actually capable of producing different call-outs depending on how exactly you want to do it, so I definitely wouldn’t call something “standard” just because SW does it. CAD systems take different approach to solid modeling of threads and to drawing representation as well, so your results may vary.
But is there really a problem, or are we trying to make one up?
From “functional” and “unambiguous” point, what could possibly go wrong from leader touching the wrong circle? Given the resolution of the picture, could one even tell?

I am with CH. This seems to be purely theoretical problem with rather imaginary risk that something "dangerous" will happen if one points the leader to solid circle and not to the dashed one.
In Y14.5 you can even find figures where leader points to the center of threaded hole (fig. 7-21 & 7-22 in '09 or fig. 5-33 & 5-34 in '94), so none of thread characteristic diameters is directly indicated.
