Lead Abatement

Can anybody tell me when do we do the lead abatement?
If the part in is outdoor do we still need the lead abatment?
What is the number that defines if the paint contains this much then it is required?

We have a box truss build 1955 we like to take out a rail that part of length is bolted and part of the length is rived.

Any basic and simple language info will be appreciated

For rivet and bolt removal, NYSDOT requires that lead paint be removed at least 4" around the rivet. There are shrouded power tools available for the lead abatement.
 
For lead, you can either remove and dispose of it ( or encapsulate it. And if you're disturbing the coating, you need to protect the workers and the environment.
Call a company that does this and get their input. You're much better off getting this in the initial price than try to avoid it and get a surprise.
