Lateral support wall

Hi Guys,

I have a lateral support wall that is about 10m deep, 1.5m away from the LS wall, we are going to construct the barrier wall which will be founded on 750mm piles. The loads reactions due to wind on top of the pile are as follows shown on the sketch attached.

I have allowed for a surchage loading of 10kPa on top of the lateral support wall and the effect of the pile and the barrier wall will be minimal to the lateral support wall.

My question is, how do I check the percantage of the load that will be distributed to the wall?
 
My immediate thought is that there is inadequate space in betwee the pile (for barrier wall) and the lateral support wall (LSW) to allow passive pressure to develope, therefore the critical case would be as shown on your sketch, and I would place "H" as point load on top of the LSW and design accordingly.

The other critical nature needs to be addressed is the rotation of the piles. Would the barrier wall be abble to survive the rotation? What is the add'l moment arount the piles' pivotal point? As a geotect, I think you ahall be able to find answers for these questions, since they are highly related to soil properties, and behaviors.
