Actually you should consult a metering handbook. There is more than one way to connect revenue meters and the multiplier is not always straight forward.
I am assuming that your tenant is using a three wire delta system and a more common meter connection with one pass of the load cables through the CTs.
Some instances when the multiplier is not the product of the CTs and PTs:
For a check meter, they may be metering two phases and assuming a fairly balanced load. The multiplier would then be CT x PT x 3/2.
Some schemes pass the cables through the CTs more than once, or pass one cable through both CTs.
If your connection is not straight forward, you should consult a metering handbook.
