Joint efficiency of welded joints of different parts with different J.E.

Part A is full RT, J.E=1. Part B is spot RT, J.E=0.85. And no RT for the weld joint of A & B. So for part A J.E=0.85 according to UW-11 (a) (5) (b) , but what is about J.E for part B ? UW-11 (b) does not give an instruction for such case. Assume to follow the same principle of UW-11 (a) (5) (b) if part A also needs to down one grade to 0.7?
