All of the forces (and thus, the stresses) have to be resolved independently and then checked together as a combined unity check. Hopefully you have no actual moment on the bolt as that can present a rather significant issue. The moment on the connection should be resolved as a force couple to the bolt(s).
Check tension and shear. Find the allowable stresses (or load factors) for the type of bolt material. Then check combined tension and shear. The ratio of actual to allowable for both added together should not exceed 1.
Depending on the application, the code might require a higher safety factor than allowable stress would imply.
Why are you using the Uniform Building Code? Is this an old application?
Some bolt loads are tabulated and can be found in manuals such as AISC, but those might not be for your application.
