Can someone mention the main issues when we make welding over exiting weld for low alloy steel?
 
geometrical issues, practical issues,
but I think what you're referring to is tri-axial state of stress in the weld.
 
Thank you for replaying, I actually concern about the micro-structure issues such as double hardening. So if you have any reference about this topic that you can mention it to me?

In my opinion you have not given us much to go on.

I'm trying to think about reasons why such a weld might be made.
All I came up with is a weld repair, like applying a hard overlay, or restoring a worn bearing journal prior to machining etc.
 
How thick is the welded areas, how long, how much energy is going back into the double-welded volume?

What materiel, what PWHT, what filler, what is the function of the assembled product and how will it be NDE and weld-prepped?

Double-welding may be trivial, may be critical, may be prohibited. Or not.
