ISO 9712 in lieu of SNT TC 1A

As XL83NL states you have provided too little info.
The acceptability of NDT personnel is usually dealt with in contract documents and/or project specifications (when there is a crossover between US and European codes/standards).
A lot of projects I have worked on in the Southern Hemisphere using ASME or API codes will not accept SNT TC 1A qualifications as they are "in house" qualifications - the project specs require third party qualification eg. ISO 9712.
