Is this a mechanical system of vibration reduction?

I found here Coupled oscillators, the last one on this page, a system named by the author "Vehicle Suspension System". But I am not sure this modelizes a suspension for a vehicle.

I am interested to find and describe appropiate physical phenomena modelized by mechanical systems of this type and any other bibliographical references would be of help. Is it somehow related to a vibration reduction system in civil engineering?

 
Why do you think otherwise? A passive spring system acts as a low pass filter, and therefore, reduces vibrations at frequencies above the resonant frequency

Ok, so you think it can modelize a vehicle suspension?
 
What is your basis for disagreement with it? Your cited model is consistent with everyone else's models of suspensions.

I have studied the dynamics of this system and I am interested to describe physical phenomena which could be modelized by it.
 
I'm confused about that horizontal wall at the top. If it is fixed and we discuss about a suspension of a vehicle, what could the horizontal wall actually represent? In this case, can the block m_1 be considered as the seat and m_2 as the wheel?

Your figure makes no sense to me as an automobile suspension. Could it be an example of the dynamic damping they use on some tall buildings?
