Is it possible to compact soil to 100% as per ASTM D698? 1

For what types of subgrade is it required?
 
Subgrade capable of taking the compaction, else more effort is required to compact the soil over.

Rather than think climate change and the corona virus as science, think of it as the wrath of God. Feel any better?

Yes. With modern compaction equipment you might easily find yourself staring at some 105% SPMDD's.
 
Usually very easy to obtain . . . much lower standard than for the modified test D1556 (or 1557)

You see 100% of D698 or 1557 typically for sensitive pavement structures, like an airport runway, or in areas where a structure will rely on passive earth pressures to resist lateral loads.
 
Not terribly difficult to achieve at moisture contents close to optimum moisture.
