Interpretation of ASTM F3149-15 - determining m & y factors

Hi everyone,
Can someone explain me what does it mean when in the ASTM F3149-15 standard is written:
"Selection of yield factor, y, based on 0.00085 cm3/min per inch OD". The problem is of interpretation "per in OD". Does it refer to a diameter [in.] or a OD circuit [in.]? A leakage goes thru a gasket (width, and a circuit) not thru a diameter.
