Intermediate Precast Structural Walls

I'm working on an existing building and trying to justify that the tilt-up walls can be classified as "Intermediate Precast Structural Walls". It looks like the main difference between "ordinary" and "intermediate" is Section 21.4 in ACI318-08. My problem is that I don't understand exactly that section wants me to do. My detail to tie the panels together consists of a steel plate that uses post-installed epoxy-grouted threaded rods into each panel. Based on Section 21.4 I have to determine whether or not my connection is yielding and then develop 1.5*Sy if it isn't. All of that seems to refer to rebar that is cast into the panel, but I used Appendix D to size my connection. Is Appendix D sufficient or do I still need to develop 1.5*Sy? Any ideas out there?
