Instruments complying to Material MDS

We have a piping and valve material specification which includes MDS’s for various materials super duplex, stainless steel etc. These MDSs include various tests such as impact testing and NDT requirements.

My question is do instruments have to comply to these MDSs for example do the flanges for an electromagnet flow meter which will be made of 316ss material have to comply with the mds for 316ss or would a 3.1 certificate and PMI for the flow meter be acceptable?

Instruments are made of materials, right? Each material needs to comply with MDSs as well as 3.1. PMI is optional.
