installation of pro engineer wildfire 3 m10

hi,
I could not sart the license server after installation. I tried to start license server service from windows services, even though i couldn't.
I would like to know that this version of software can't install in windows vista? Because i have windows vista and i don't want to remove it only for wildfire 3.
