Your best bet would be to talk to a machine manufacturer and get an idea from them. Electrical usage can vary depending on what accessories you have hooked up, if it is hydraulic or electricly driven, how quickly it is cycling, and a number of other things. Water consumption for the machine itself should be easier to obtain from a manufacturer. The machine will be constant in the max amount used for cooling. The largest variation will be in the tool you are running and how much water is being used to cool it. This will change greatly from mold to mold.
