Initial survey on API 510 pressure vessels

I am trying to convice upper management that a "baseline" UT measurement should be taken ASAP on new ASME code vessels and process pipe.
Somewhere, and I just cannot find it, I have read that "baselines" should be performed within 90 days or 1000 hours of service. Has anyone else seen this or can they give me some direction on this.

API-510 has no requirements about baseline UTMs. The 1000hrs comes from requirement to determine corrosion rates within 1000hrs of vessel operation when corrosion rates are unknown and cannot be estimated from similar vessels or published corrosion data. For the record, we always recommend baseline UTM data for record purposes too. i just makes sense to me.
