Influencing smoke and fume

We are trying to locate any studies that quantify the characteristics that determine amount of smoke and fume when MIG welding A76 plate (1" and up).

One of our environmental people has heard that cleaning the metal (such as pickling or wheelabrading) just prior to welding will substantially reduce the amount of smoke in the shops. Has anyone ever seen studies related to surface prep and subsequent reduction of smoke/fume? Any other ideas or suggestions?
