Increased swell of soil sample during soaking for CBR test. 2

We use to soak CBR sample in the mould normally for 4 days and check the swell before testing. Can anyone tell me what is the limit allowed for swell for construction of Road Sub Base soil?

A Sub Base sample collected from the road section ,which was damaged immediately after construction indicated a swell value of 6 mm after 4 day soaking. Normal soil in other sections indicated swell value below 2 mm. Has this 6 mm value caused for the damages. Please help me by giving the reasons.

Our DOT considers 5% unacceptable swell.

If the sample swells during the test, it will swell in place as well. If I remember the dimensions correctly, 6mm would be close to the 5% limit f-d noted.
