IMPACT TEST FAILURE IN SPECTACLE BLIND

Dear All,

We have recently Impact tested @-46 deg C, A516 Gr. 70 material sampled from Spectacle blind.Unfortunately the materials failed to meet the Minimum Impact test value as per MESC specification (Min - 27 J). The manufacturer is not accepting the result as they saying that it is not possible to locate the plate rolling direction & the material shall only pass the test if doing either transverse or longitudinal direction. Please advise to solve this matter. Also advise any of the ASME spec saying that the material will not pass the test unless it is sample from any other direction other than transverse or longitudinal. The manufacturer is not ready to replace or not accepting the result.

In use, a spectacle flange is supported uniformly all the way around the circumference (the bolting circle of the two flanges.

I've never seen a Charpy (?) impact test sample supported that way - they are usually a small sample of material cantilevered out into the path of the swinging weight.

As phrased, I cannot give you any more information about your question.
