Impact Load on Fillet weld

Hi, I am trying to calculate the strength of a bar welded to steel plate. My application is for a life-line anchor, which code requires to withstand 17.9 kN. I need help to determine how impact would influence the strength of the weld.

Which code? If this is for safety, you better make sure that your design is reviewed by a competent authority. Understanding types of service loads and required weld geometry (fillet, partial or full penetration welds) are critical for design, along with knowing materials of construction.
 
metengr: this is a Canadian Occupational Health and Safety Regulation, a standard that reads "The anchor of a fall-protection system shall be capable of withstanding a force of 17.8 kN"
 
Assuming the Canadian standards are basically the same as the US standards, you don't need to determine the impact effect. The impact effect is included in the 17.8 kN requirement, i.e. the force imposed by stopping a falling 90 kg body.
