If a system has a mixture of 42% Dowtherm A (liquid) and 58% Steam, does the ASME Sec. VIII requirement for a Lifting Device on Steam apply?

ASME Sec VIII just says "steam", so I think the user is free to say this is different and a lever isn't required.
