I need to hollow out a part using what I would assume to be the shell feature. No luck :/

Just like the subject says, I'm having trouble hollowing out a part with a .1 thick wall. Radius thickness isn't crucial as I am only hollowing the part to save material for 3d printing. I have tried to use the shell feature without selecting any faces and I get errors. Any help on this would be greatly appreciated! Below I have attached the .step file. Thank you!
 
If you change the view to wireframe & take closer look around, you will find some geometry anomalies, and some funky internal pockets. They are probably causing the Shell to fail.
