I need to do a seismic design for a swimming pool using IBC 2000??

IBC 2000 1622.4.2 calls for seismic design but gives no methodology. Heard Mononbe & Okabe have done work that has been confirmed? Stress diagram is triangular with base at top of wall. Maximum moment at bottom achievable using resultant forces but scratching my head on moment diagram for top of wall due to seismic?
 
Mononobe-Okabe is used predominantly for analysis of retaining walls. Inherent in this approach is the deformation of the wall.

If the wall doesn't deform, this approach may not be applicable.

Now, if the concern is the mass of the water inside the swimming pool, that it is above ground, then you need to see work done on tanks retaining liquids for the appropriate approach.

There was an article concerning seismic design of tanks in a recent Structural Engineer magazine.

Try API 650 Appendix E for the lateral load due to sloshing.
