Hydrotest Allowable Stress

I see that PV Elite Please uses 1.3 times the ambient allowable stress of the material for allowable hydrotest stress. What is this based on? Is this method mentioned in ASME Section VIII, Division 1?

I cannot seem to find how they came up with this idea. Please provide a short answer if you understand where this calculation of the hydrotest allowable stress come from.

Simple explanation: If the pressure is increased by 1.3 factor, then the allowable must be increased by the same factor to yield the orignial thickness.

There is no limit in any stresses during the hydrostatic test in Division 1. There is a limit on "visible deformation" that the inspector can use to disqualify the vessel.

Such a limit is one way to achieve this latter limit.
