The 90% of yield does NOT exist anywhere in Division 1. We have had this discussion several times here on eng-tips. As XL83NL points out, the other limit that you refer to is the normal hydrostatic test pressure; only that's not three entire picture. Please refer to the paragraph that they pointed you to.
 
Probably need to get better acquainted with ASME VII Div-1 requirements. Using COMPRESS or PV ELITE will not make you a pressure vessel engineer.

Yes, this is a harsh statement; but that does not make it any less true. Sorry.
