I am interested in using a constant displacement pump(gear-type) and want to be able to have a system that runs open center when not in use and converts to closed center whenever any of the valves is actuated. This way we dont have fluid spilling over a pressure relief(generating heat) and yet we can operate multiple circuits at once like a closed system does. I would prefer a straight mechanical valve for simplicity. Is there any valve that would accomplish this?

Rexroth and Vickers both make a solenoid operated relief/unloading valve that will unload your pump when no work is being done. Rexroth is a DBW- I use them a lot to unload a fixed displacement pump and direct the fluid thru a heat exchanger and filter back to tank. There are other ways to accomplish what you want but this is one of the easiest. Maytag
