HV fluctuation problem

I have a Bystar 3015, if I try to run it at more than 70% power a couple of tubes fluctuate and fall on their face. The resonator then begins to blink like a cheap beer sign in a pub window. I was told by a friend/tech to tap up the transformer in the HV cabinet. My question is do I tap up or down? If my HV fluctuates, and it does, is 5% of the 540 tap better than or worse than 5% of the 470 tap? I know the numbers deal and their answers, but is the loss due to fluctuation enough to cause my problems with a couple of tubes? Any help is appreciated.

moving the pri taps lower will increase output voltage. if you have to raise the voltage to the point where the inner core of the ballast tubes gets a bright orange then either the ballast tubes are weak or the capacitors in the hv chassis are breaking down. This is all assuming there is a stable discharge running at the correct voltage.

a high voltage probe helps but is not absolutely necessary.
