so it meant to be flat
for curved surfaces(quilts) there is a tool called Offset > Expand feature or Offset > with draft feature

Toroidal bend is the only feature I know of that can bend in two directions a once. Look for some car tire examples on the web.
I don't think it will work on 2D, I never had need for it but have seen it.
