How to Tolerance Dimension Having Zero Nominal Value?

Hi,
Does anyone have any suggestions on how to go about dimensioning and toleranceing in a situation where two surfaces ideally need to be flush but in this case a 1mm overhang and 1.5mm inset is permissable?

I've attached an image showing what I'm trying to do.

I've often been asked to add a limit to two mating parts that have a nominal position equal to zero as in this case.
