How to strengthen a bulged brick wall

I appreciate anybody that has practiced in Smoke stacks to give some opinion.
We have an old (1950) built concrete shell stack with brick liner that sits on corbels.
some points around perimeter of the stack the brick liner is bulged. How can I strengthen the bulge?
The stack shell and brick liner are tapered towards the top. The owner is afraid the wall falls on somebody inside the stack.
What are your thoughts?

If it's in danger of collapsing, the only reasonable thing to do is rig it with some explosives, keep everyone back, set them off, and watch the show from a safe distance.

Looks like it may be a long term repair process. Last time I was involved in one of those we had an expert (Custodis) check it out. Rebuilt one stack by installing a fiberglass temporary stack (Ershigs in Bellingham, WA) then with stack out of operation, did a relining.

Why not wrap the stack with FRP? seems like a match made in heaven

The mortar, holding the brick to the stack if any left after 70 years, is gone at the bulges. Remove the liner and replace it

Stainless steel angles bolted through the brick to matching angles on the outside and pull the bulges in? I've working industrial brick but never stack liners; my old boss did but I never picked up on that knowledge unfortunately.
