How to know the oil tank is designed to protect external pressure ?

See Section 5.2.1(b), last sentence, in the current API-650.
If designed for additional external pressure, it should show up on the nameplate or in the design calculations or on the drawings.
If not designed for any additional external pressure, it could be evaluated per Appendix V. Generally, small tanks will have higher external pressure ratings than large tanks.
 
Per section 5.2.1.b, tanks designed to the basic standard are suitable for external pressure up to 1 inch of water without any additional calculations. Your tank should be good up to that external pressure (internal vacuum).
