How to interpret this dimension?

I am trying to figure out what X (the clearance of the diameter) means in the last picture like why is it pointing to the center of the pin? Assuming its pointing to the center of the housing on the other end of the arrow.

I am guessing this is ISO convention...
 
I guess that dimension should have been a TED.

Your drawing appears to comply with no known dimensioning standard. If that was a proper scale section view, the opposite side of the pillow block would be in the view.

I recommend calling whoever prepared that drawing and asking for an explanation.

Those are notes, not dimensions. Dimensions have numbers and tolerances.
 
I think greenimi is correct, it's probably referring to the bolt circle diameter (typically a basic dimension)
