How to delineate flood plain line

Hi guys:

Is there any general rule for delineate a flood plain line for a certine flooded area.

I would also be interested to hear how others solve this problem.

In the past I have used contour/elevation maps. Example: If the flood elevation is 90.2' then the delineated flood line would follow the 90.2' contour.
 
Lots of nefarious developers will pay a lot of money for an Engineer to determine a location previously noted as in a flood plain to now *not* be in a flood plain, so they can develop it.

If you have to ask that kind of a question on this forum I submit to you it is out of your realm of expertise, and possibly in the above situation.

But, hey, it's your license...
