how to copy annotations and text from a 2d draft file to a sketch

Can this be done? Ctrl C/ Ctrl V between the draft file and sketch works on curves but doesn't seem to paste any text. It works fine going from the sketch to the draft file but not the other way around.

Also whats the lightest weight way of getting a graphic representing a silkscreened label into a part model so it displays in a drawing and the solid model without screwing up the scale?

Text doesn't copy because of how SE utilizes text entities to try to create solid features from them. Whereas going from sketch to draft, SE knows it won't be creating any solid geometry from the text elements.

The lightest weight way of getting a graphic is to create a face style.
1) In the part environment, choose Format-->Style...
2) Select Face Styles from the Style type: pulldown.
3) Select an existing style you want your new style based off of from the left pane and then click New.
4) Give it a new name and select the Texture tab.
5) Browse for your graphic, leave it set to surface, weight to 1, and rotation may need to be adjusted later.
6) Click OK
7) Select Format--> Part Painter
8) Choose the new style created it 4 & 5 above and select the surface to apply the graphic.
9) Click close and save the file.
10) When you place the drawing view, it will have to be shaded for the graphic to show up.
