How to apply load on flange ?

I want to apply load on flange which is connected to the smaller end of the cone, for a horizontal vessel case

Look at PD 5500 Annex B - Figure B.3 (Also read the whole section B.3)
This could help you analyse the stresses at the flange to cone junction.
