How do I select a screen position not on the XY plane?

I can't seem to select a cursor location off of the XY plane. Is there a setting that will allow me to select a point/cursor position somewhere in the Z as well as X and Y?

By definition, the 'screen position' (i.e. 'Cursor Location') always lies on the current WCS's X-Y plane. If you wish to include a non-zero value for 'Z' you will need to explicitly enter that after you've selected an X-Y location.

A-CAD, I see your question and John's answer. Having taught before I have found the true question may not be what is being asked. What are you wanting to do with an off plane screen pick?
 
It's OK now. I got the answer I thought I was going to get and have since found a way to do what I wanted in the program I am writing.
