How do I find out if my product needs CE marking?

We make a portable electric winch (not for human transport). A CE consulting company says I need to have CE certification to sell in Europe. I contacted and asked them. I got back an email with a bunch of standard gobblygook that didn't say much of anything. I'm confused as can be looking at the web sites and standards.

So what is the best resource to find out if my product needs CE marking?
 
First I think you need to figure out which directive is / are applicable. I am only familiar with th pressure equipment directive, so I can noet help you there. But if you know which directive, it is mentioned in the directive when, how, who etc.
 
I would say yes. I would start with the Low Voltage Directive and the Machinery Directive at a minimum, and read not only those directives but also the guide document that accompanys each one.
